农地承包经营权流转价格基本评估方法探析

摘  要:在分析农地承包经营权流转价格评估原则的基础上,运用文献资料法、分析对比法对现行农地承包经营权流转价格基本评估方法进行研究。通过对收益还原法、市场比较法及成本法3种方法评估的基本思路、系数和参数分析,发现该3种方法在测算农地流转价格时都有其适用性和优缺点,且都有一定的局限性。由此得出结论:随着农地流转市场的逐渐建立,农地流转需要建立适宜大范围、大规模、高频度的区片指导价格形式,采取类似基准地价体系来评估,急需建立一种适合我国农地流转价格评估的成熟、完善的方法和体系。On the basis of analyzing principles of the price evaluation of the circulation of the right to contracted management of agricultural land,using the methods of literature review,analysis and comparison,the basic evaluation method of current farmland contract management right transfer price were analyzed.Based on the analysis of the basic ideas,coefficients and parameters of the three methods of income reduction method,market comparison method and cost method,it is found that the three methods have their applicability,advantages and disadvantages in calculating the farmland transfer price,and all have certain limitations.These lead to the conclusion:With the gradual establishment of the farmland transfer market,it is necessary to establish an appropriate large-scale,large-scale and frequency-oriented area guide price form for farmland transfer,and adopt similar benchmark land price system for evaluation.It is urgent to establish a mature and perfect method and system for evaluation of farmland transfer price in China.
