外部性视角下致富带头人作用及补偿机制研究

摘　　要：致富带头人这一群体是振兴乡村过程中的领头羊,能够起到带动村民创造财富的作用。在外部性的视角之下分析致富带头人作用发挥的表现,发现其具备生产外部性和消费外部性,政府支持促进生产扩张和技术溢出,由此产生的用人和技术的需求效应使得人才聚集和产业兴旺,构成致富带头人外部性作用模型。但现实中存在融资难、村民阻隔、致富带头人本身不足等三方面的困境,阻碍致富带头人外部经济发挥效用。因此,针对问题制定补偿机制,从金融机制健全、乡村氛围营造与培训激励制度完善等入手,保障致富带头人引领村民致富奔康,成就乡村振兴的美好图景。The group of leaders who become rich due to the externalities of production is the leader in the process of rural revitalization, and can play a role in driving villagers to create wealth. From the perspective of externality, this paper analyzes the performance of the role of becoming rich leaders, and finds that they have production externalities and consumption externalities. The government supports the promotion of production expansion and technology spillovers, and the resulting demand effect of employment and technology makes talents gather and industries flourish, forming a model of the role of becoming rich leaders. However, in reality, there are three difficulties: financing difficulties, villagers’ barriers, and the lack of the leaders themselves, which hinder the external economy of the leaders to play its role. Therefore, a compensation mechanism should be developed to solve the problem. Starting with a sound financial mechanism, a sound rural atmosphere and a sound training and incentive system, we should ensure that the leaders of getting rich lead the villagers to get rich and prosper, so as to achieve a better picture of rural revitalization.
