黄南州草原生态保护补奖政策实施成效及存在问题的探讨

摘　　要：自2011年实施草原生态保护补助奖励机制以来,黄南州草原生态环境得到了有效恢复,牧民收入水平有了较大提高,牧区经济社会发展取得了显著成效,但存在禁牧面积过大、补助标准低、牧民增收渠道窄等问题,针对存在问题,提出了对策措施。Since the grassland ecological protection subsidy and reward policy was implemented in 2011,the grassland ecological environments in the Huangnan Prefecture have been effectively restored, the income level of herdsmen has been greatly improved, and the economic and social development of pastoral areas has remarkably achieved. However, there remain some problems in terms of too large grazing areas under prohibition, low subsidy standard, and narrow income channels for herdsmen. In view of these problems, the corresponding countermeasures are put forward with.
