湖南新邵筱溪国家湿地公园生态系统服务价值评价

摘　　要：国家湿地公园是中国湿地保护体系中的重要组成部分之一,开展国家湿地公园生态系统服务价值评估,有利于提升湿地保护意识和湿地公园的建设与管理水平。以湖南省新邵县筱溪国家湿地公园为研究对象,运用市场价值法和替代工程法等方法,初步评价了2018年筱溪国家湿地公园生态系统服务价值。结果表明:筱溪国家湿地公园的生态服务价值为84510万元/年,其服务价值由高至低依次为文化服务、供给服务、调节服务和支持服务,分别为39439万元/年、33267万元/年、10629万元/年、1175万元/年。文化服务中以休闲娱乐功能价值占比最高,为98.6%;供给服务中以水力发电价值占比最高,为88.4%;调节服务中以洪水调蓄价值占比最高,为50.3%;支持功能中以维持生物多样性价值占比最高,为52.6%。为此,提出了在湿地公园的建设当中,应加强挖掘旅游休闲价值,合理开发水电,维护好洪水调蓄功能,并加强野生动植物生境保护,从而协调经济发展和生态保护的关系。National Wetland Park is an important part of wetland protection system in China. The evaluation of the ecosystem service value of wetland parks plays an essential role in improving the awareness of wetland protection and the level of construction and management of wetland parks. In this study, market value method and alternative engineering method are employed to initially evaluate the ecosystem service value of Xiaoxi National Wetland Park in Xinshao County, Hunan Province in 2018. The ecological service value of Xiaoxi Wetland Park was 845.1 million yuan/year. Its service value in descending order was cultural service, provisioning service, regulating service and supporting service, which were respectively 39.39 million yuan/year, 332.67 million yuan/year, 106.29 million yuan/year, and 11.75 million yuan/year. Among cultural services, the value of leisure and entertainment functions accounted for the highest proportion, at 98.6%;among the provisioning services, the value of hydroelectric power generation accounted for the highest proportion, at 88.4%;among the regulating services, the value of flood regulation and storage accounted for the highest proportion, at 50.3%;and among the supporting services, the value of sustaining biodiversity accounted for the highest proportion, at 52.6%. Therefore, in the construction of wetland parks, it is necessary to strengthen the exploration of tourism and leisure value, rationally develop hydropower, maintain flood regulation and storage functions, and enhance the protection of wildlife habitat, so as to coordinate the relationship between economic development and ecological protection.
