摘  要:将PSR模型引入到生态修复效果评估方法研究中,构建了目标层、准则层、要素层和指标层4个层次,包括人类活动、水文气象、土地覆盖、生态系统健康、水源涵养服务功能、景观格局、社会经济7个方面14个指标的生态修复效果评估指标体系;采用AHP法确定了指标的权重值,并运用加权平均法的思路,构建了生态修复效果综合指数的计算方法。采用该指标体系和评估方法对2000、2005、2010、2015、2020年祁连山冰川与水源涵养功能区生态修复效果综合指数进行了估算。结果表明:近20年生态修复效果综合指数排序为ESI2010<ESI2015<ESI2005<ESI2020<ESI2000,总体来看,自2010年以来,研究区实施了一系列的生态保护与修复工程,生态修复效果较为显著,但仍未恢复到2000年的历史水平。为此,提出了研究区相关地方政府后续在有效控制新的人为干扰与破坏的前提下,应采取自然恢复为主、人工修复为辅的模式,加强后期管护和跟踪监测,探索“绿水青山”转化为“金山银山”的新路径,促进区域经济、生态及社会高质量绿色发展。The PSR model was introduced into the research of ecological restoration effect evaluation method,and an ecological restoration effect evaluation index system was constructed with four levels of target layer,criterion layer,element layer and index layer,including 14 indexes in seven aspects of human activities,hydrometeorology,land cover,ecological environment quality,water conservation function,landscape pattern and social economy.The AHP method was used to determine the weight values of the indicators,and the weighted average method was applied to construct a comprehensive index of ecological restoration effects.The index system and evaluation method were used to estimate the comprehensive index of ecological restoration effect in Qilian Mountain glacier and water conservation function areas in 2000,2005,2010,2015 and 2020.The results show that the ecological restoration effect comprehensive index during 20 years is ranked as ESI2010<ESI2015<ESI2005<ESI2020<ESI2000.The study area has implemented high-intensity and large-scale ecological restoration projects since 2010,and the ecological restoration effect is relatively significant,but it still has not recovered to the historical level of 2000.Under the premise of effective control of human interference and destruction,relevant local governments in the study area should adopt the mode of natural restoration as the main and artificial restoration as the auxiliary,strengthen post-care and tracking monitoring,explore the new path of turning“Lucid Waters and Lush Mountains”into“Invaluable Assets”,and promote high-quality green development of regional economy,ecology and society.
