摘  要:创新资源配置效率是衡量区域创新能力的重要标准,对其进行科学测度可为区域创新协同发展提供有效的依据和支撑。从投入产出角度构建创新资源配置效率测度指标体系,运用动态随机StoNED模型对2011—2019年31个省区市和八大经济区的创新资源配置效率进行综合测度,并通过聚类分析探究各区域创新资源配置效率的异质性。结果表明,区域创新资源配置效率整体偏低,存在较大改善空间;区域创新资源配置效率非均衡特征明显,呈现显著的阶梯层次性;创新领先地区极化过度,落后地区后发优势无法充分发挥。未来应从统筹规划创新资源投入、充分发挥市场与政府两种创新模式的功效、推进共享平台构建等方面推进区域创新协同发展。The efficiency of innovation resources allocation is an important criterion to measure the regional innovation capability, and its scientific measurement can provide effective basis and support for the collaborative development of regional innovation. A measurement index system of innovation resources allocation efficiency is constructed from the perspective of input-output. A dynamic stochastic StoNED model is used to comprehensively measure the innovation resources allocation efficiency in 31 provinces and eight economic zones from 2011 to 2019, and clustering analysis is used to explore the heterogeneity of innovation resources allocation efficiency in different regions. The results show that the overall efficiency of regional innovation resources allocation is low, and there is a large room for improvement. The efficiency of regional innovation resources allocation is unbalanced and has obvious ladder level. The regions leading in innovation are excessively polarized, and the advantages of backward regions cannot be fully exploited. In the future, the collaborative development of regional innovation should be promoted from the aspects of overall planning of innovation resource investment, giving full play to the effect of the two innovation modes of market and government, and promoting the construction of sharing platform.
