摘　　要：“纸面服刑”破坏法律正确实施,导致刑罚目的落空,容易产生系统性的司法腐败问题。究其产生原因,一方面是由于罪犯及其家属不能正确认识对待刑罚,干扰司法;另一方面在于司法权运行存在的漏洞和偏差。解决“纸面服刑”问题,要坚持正确的刑罚执行理念,扭转社会观念的偏差;加强司法机关刑罚执行衔接,推动减刑假释案件实质化审理,强化检察机关执行监督,全面提升刑罚执行质效。Serving a sentence on paper destroys the correct implementation of the law, leads to the failure of the purpose of punishment, and easily leads to systematic judicial corruption. On the one hand, criminals and their families cannot correctly understand the penalty and interfere with the administration of justice;On the other hand, there are loopholes and deviations in the operation of judicial power. To solve the problem of serving sentences on paper, we should adhere to the correct concept of penalty execution and reverse the deviation of social concepts;strengthen the connection of penalty execution in judicial organs, promote the substantive trial of commutation and parole cases, strengthen the supervision of procuratorial organs, and comprehensively improve the quality and effectiveness of penalty execution.
