脆弱性视角下农村突发传染病疫情治理策略研究

摘　　要：农村因其特殊的社会经济条件、人口条件等因素,在面对突发传染病疫情时与城市相比较为薄弱。脆弱性视角下,从脆弱性内涵中包含的风险性、敏感性和适应程度出发,分析农村在治理体系、资源储备、居民认知等方面的脆弱性问题,发现农村在应对突发传染病疫情中存在的治理体系不协调、参与主体需拓展、协作效率需提高、资源储备不完善、村民健康素养水平低、疫情防控意识薄弱等脆弱性问题。为更好地推动公共卫生体系与社会治理体系有效协同联动,降低农村应对突发传染病疫情的脆弱性,提出健全体制机制、提高救治能力,结合多方力量、增加参与主体,重视资源储备、加大农村投入力度以及加强宣传教育、提高农村群众思想认知的农村突发传染病疫情治理策略。Due to the special socio-economic conditions, population conditions and other factors, rural areas are weaker than cities in the face of sudden infectious diseases. Based on the perspective of vulnerability, and through starting from the risk, sensitivity and degree of adaptation contained in the connotation of vulnerability, the vulnerability of rural areas are analyzed in terms of governance system, resource reserve, residents’ cognition, etc. The governance system is not coordinated, the participants need to be expanded, the collaboration efficiency needs to be improved, the resource reserve is not perfect, the villagers’ health literacy level is low, and the cognition of epidemic prevention and control is weak.In order to better promote the effective synergy between the public health system and the social governance system, and reduce the vulnerability of rural areas to sudden infectious diseases, cognitive strategies for the control of infectious diseases emergency in rural areas are proposed to improve the system and mechanism to improve the treatment capacity;combine multiple forces to increase participants;attach importance to resources reserve, increase investment in rural areas;strengthen publicity and education, and improve farmers’ ideological.
