摘　　要：随着信息技术的高速发展,作为新媒体的互联网越来越被商家青睐,公众也逐渐接受电子商务的交易模式,互联网上“两品一械”信息发布规模和销售份额快速增长。“两品一械”作为特殊商品,是否适合网上销售,如何保障网上销售“两品一械”的质量,监管机构对网上销售“两品一械”的店家如何进行有效数字监管、精准检测,这是我国监管机构面临的一个重要课题。该研究介绍“两品一械”网络交易监管现状及发展需求,提出了通过新技术智慧监管,以保障人民群众用药、用械、用妆安全、产业健康发展。With the rapid development of information technology,medicine,equipment and cosmetics,as a new media,the internet is increasingly favored by businesses,and the public has gradually accepted the e-commerce transaction mode.The scale of information release and sales share of"Drugs,Instruments and Cosmetics"on the internet have grown rapidly.As a special commodity,whether"Drugs,Instruments and Cosmetics"is suitable for online sales,how to ensure the quality of"Drugs,Instruments and Cosmetics"for online sales,and how to conduct effective digital supervision and accurate detection for online sales of"Drugs,Instruments and Cosmetics"by regulatory agencies,are an important issue faced by regulatory agencies in China.This paper introduces the current situation and development needs of online transaction supervision of"Drugs,Instruments and Cosmetics",and proposes to ensure the safety of people’s drug use,equipment use,makeup use and healthy development of the industry through smart supervision of new technologies.
