中国共产党初心使命制度化的三维探源

摘　　要：党的二十大将“不忘初心、牢记使命”作为中国共产党人在新征程上遵循的宗旨、坚守的作风和发扬的精神确立下来,重申了初心使命对中国共产党人的重要意义。党的一百多年的奋斗史就是践行初心使命的历史,初心使命是一百多年来激励中国共产党不懈奋斗的根本动力。在新的伟大征程上,牢记初心使命,必须推动初心使命制度化发展。首先,要明确初心使命制度化核心意涵,初心使命制度化是指制度主体即中国共产党将蕴含初心使命的思想观念、价值共识以一定的方式展开,实现初心使命制度建设规范化、常态化、长效化的过程。其次,要全面把握初心使命制度化的显著特征,其主要包括稳定性与持续性,广延性与扩散性,约束性与规范性。再次,要深入探析初心使命制度化的实现路径,其主要从理论武装、思想认同、政治品格培养、传播环境优化、制度机制构建五个方面展开。The Report of the 20th National Congress of the Communist Party of China(CPC)has confirmed“remaining true to our original aspiration and keeping our mission firmly in mind”as the targeted goal and spirit of the CPC members on the new journey,and reconfirmed its great significance.The CPC’s striving history for more than one hundred years is the history of dedication to its original aspiration and mission,which is the fundamental driving force for the unremitting struggle of the CPC for more than one hundred years.On our new great journey,“remaining true to our original aspiration and keeping our mission firmly in mind”relies on its institutional development,which aims firstly to clarify its core meaning,referring to the process in which the institutional body,namely the CPC,develops in a certain way the ideas and value consensus in connection with its original aspiration and mission to realize its standardization,normalization and long-term effects,secondly to fully grasp its significant characteristics,which mainly include stability,sustainability,extensiveness,diffusion,constraint and standardization,and thirdly to deeply explore its realization approaches,covering five major aspects:theoretical consolidation,ideological identification,political-character cultivation,optimization of the communication environment,and construction of the institutional mechanism.
