新时期加强医院药学部党风廉政建设的探索

摘　　要：目的为加强医院药学部党风廉政建设,进一步完善监督机制,为制定符合新时期新要求的廉政风险防控措施提供依据和参考。方法以目标导向和问题导向相结合,以党建为引领,深入医院药学部各个敏感岗位和关键环节,对医院药学部职工展开问卷调查,然后针对关键问题进行实地调研。结果通过对廉政风险点的问卷调查、实地调研和访谈,发现药学部廉政风险点主要集中在新药引进、药品采购领用、库存管理、药品信息权限管理、数据管理、合理用药监控、科室领导岗位、人事管理等敏感岗位和关键环节;相关制度和流程需要进一步完善,药品信息权限管理必须加强监管力度;廉洁谈心谈话会议的教育效果不够显著。药学部构建一套行之有效,规范健全的党风廉政监督体系的措施在于首先要坚持研判廉政风险点,然后研究新对策,努力改进和创新药学部廉政建设工作方法,如成立民主管理小组和采购监督检查小组等,加强党组织的全面监管;改进相关制度和流程,利用信息化技术进行精准高效的监督,完善廉政风险防控机制;同时加强敏感岗位的廉洁教育和日常监督。结论近年来药学部没发生任何廉政不良事件,全面从严治党推进良好,党建工作成绩斐然。Objective To strengthen the construction of clean and honest Party conduct and integrity in the Department of Pharmacy of the hospital,further improve the supervision mechanism,and provide basis and reference for the formulation of risk prevention and control measures on integrity,that meet the new requirements of the new period.Methods With the combination of goal orientation and problem orientation,and the leadership of Party building,we went deep into each sensitive post and key segment of the Department of Pharmacy of the hospital,conducted a questionnaire survey on the staff of the department,and then conducted field research on key issues.Results Through the questionnaire survey,field research and interview on the integrity risk points,it was found that the integrity risk points of the Department of Pharmacy were mainly concentrated in the sensitive posts and key segments such as new medicine introduction,medicine procurement,inventory management,authority management for medicine information,data management,rational medicine use monitoring,department leadership positions,and personnel management;relevant systems and processes need to be further improved,and authority management for medicine information must be strengthened;the educational effect of the incorruptible heart-to-heart talk meetings is not significant enough.The measures taken by the Department of Pharmacy to build an effective,standardized and sound supervision system for the integrity of the Party conduct lie in the following:first,we should adhere to studying and judging the risk points of the integrity of the Party.Then we should study new countermeasures,and strive to improve and innovate the working methods related to the integrity of the Department of Pharmacy,such as establishing a democratic management group and a procurement supervision and inspection group,and strengthening the comprehensive supervision of the Party organization,improve relevant systems and processes,use information technology for accurate and efficient supervision,an
