工程总承包模式下建设项目发包价格计价依据与计价方法研究

摘　　要：工程总承包模式下发包价格确定面临设计深度不够导致计价依据不足的难题。破解之道在于构建适合工程总承包的计价依据,包括与发包人要求统一的项目清单,与发包范围一致的费用构成、与设计深度匹配的工程造价数据;同时依据不同设计深度选择不同的计价方法,其中特别强调初步设计完成之后建安工程费的计量计价方法。研究成果可为工程总承包项目确定发包价格以及发包方编制最高投标限价提供指导。Under the general contracting mode of the project,the determination of the project contracting delivery price faces the problem of insufficient design depth and insufficient pricing basis. The solution lies in the construction of a pricing basis suitable for general contracting,including an unified project list with the requirements of the contractor,a consistent cost composition with the scope of the contract,and engineering cost data matching the design depth. At the same time,selects different pricing methods according to different design depths,with special emphasis on the measurement and pricing method of construction and installation costs after the completion of preliminary design. The research results can provide guidance for determining the contract price of EPC projects and for the employer to prepare the maximum bid price limit.
