摘  要:为适应我国车船总量规模大、运输流动范围广、货运企业集中度低、碳排放底数不甚清晰的特点,推动移动源碳排放相关大数据便利化汇聚、精细化治理、系统化挖掘、创新性应用,量化驱动我国交通运输从高碳到低碳到零碳路径选择过程中的科学决策,数字化平台必不可少。本平台以“夯实数据底座、服务决策应用”为指导,探索构建统一的碳排放监测网,打造一套各部门协同互认的权威数据,建设一个智能化核算预测预警体系,支撑一体化工作管理,实现交通运输碳排放关键指标的可分析可追溯、可预测可预警,为统筹做好交通运输碳达峰碳中和工作、促进全面绿色低碳转型提供基础支撑。In order to adapt to the characteristics of China's large-scale total number of vehicles and vessels,wide range of transportation flows,low concentration of freight enterprises and unclear carbon emission base,a digital platform is indispensable to promote the convenient aggregation,fine governance,systematic mining and innovative application of big data related to mobile source carbon emissions,and quantitatively drive the scientific decision-making in the process of China's transportation route selection from high carbon to low carbon to zero carbon.Guided by“consolidating the data base and serving the decision-making application”,this platform explores the construction of a unified carbon emission monitoring network,creates a set of authoritative figures recognized by all departments,builds an intelligent accounting,prediction and early warning system,supports integrated work management,and realizes the analyzability,traceability,predictability and early warning of key indicators of transportation carbon emissions,providing basic support for coordinating the carbon peak and carbon neutralization of transportation and promoting the comprehensive green and low-carbon transformation.
