基于时空特征的非法营运出租车智能识别模型与机制

摘　　要：针对当前非法营运出租车执法检查手段落后、智能化程度低、执法检查效率低且任务重、执法检查缺乏针对性、人性化执法难以落实等突出问题,本文深入分析出租车时间、空间分布特征,建立了多种合法出租车营运时空特征模型和非法出租车营运时空特征模型,提出了一种新的非法营运出租车智能化识别机制和识别流程。研究结果表明,基于时空特征的识别模型能够有效地解决传统出租车执法检查中存在的各种弊端和不足,为研究建立系统化、科学化、智能化、人性化、高效化的出租车非法营运执法检查系统提供了一种全新的解决方案。In view of the current prominent problems such as backward law enforcement and inspection means,low intelligence,low efficiency and heavy tasks of law enforcement and inspection,lack of pertinence in law enforcement and inspection,and difficulty in implementing humanized law enforcement,this reasearch deeply analyzed the time and spatial distribution characteristics of taxis,and establish a variety of legal taxi operation space-time feature models and illegal taxi operation space-time feature models,and put forward a new intelligent recognition mechanism and recognition process of illegal taxis.The results show that the recognition model based on temporal and spatial characteristics can effectively solve various disadvantages and deficiencies existing in the traditional taxi law enforcement inspection,and provide a new solution for the research and establishment of a systematic,scientific,intelligent,humanized and efficient taxi illegal operation law enforcement inspection system.
