摘　　要：以提高非法营运出租汽车执法检查效率、维护出租汽车市场秩序、提高出租汽车服务质量为目的,基于车牌识别、大数据、人工智能、5G等前沿技术研究建立智能化非法营运出租汽车执法检查系统,破解了传统出租汽车执法检查工作量繁重、执法效率低、扰民执法、盲目执法等难题,能够智能化识别疑似非法营运车辆,据此开展针对性执法检查。本文基于出租汽车执法检查工作实际和工作特点,从执法装备配备、执法工作绩效、智能化执法检查系统效能三个方面构建非法营运出租汽车执法检查评价指标体系,设立具体评价指标。In order to improve the efficiency of law enforcement and inspection of illegally operated taxis,maintain the order of the taxi market and improve the service quality of taxis,an intelligent law enforcement and inspection system for illegally operated taxis has been established based on the research of cutting-edge technologies such as license plate recognition,big data,artificial intelligence and 5g,which has solved the problems of heavy workload,low efficiency,disturbing people and blind law enforcement of traditional law enforcement and inspection of taxis,It can intelligently identify suspected illegal vehicles and carry out targeted law enforcement inspection accordingly.Moreover,the taxi law enforcement inspection lacks an evaluation system,which can not objectively reflect the efficiency of law enforcement inspection and the taxi market order.Based on the actual situation and work characteristics of taxi law enforcement inspection,an evaluation index system for illegal taxi law enforcement inspection is established from three aspects:law enforcement equipment,law enforcement performance,and the effectiveness of intelligent law enforcement inspection system,and specific evaluation indexes are established.
