新制度主义政治学视角下党内法规制度效能提升研究

摘　　要：作为中国共产党管党治党的重要制度依据,党内法规的制度效能不仅关乎全面从严治党的实现,也是依规治党得以长效化的关键,然而现实中党内法规的制度效能实现受到一定程度的阻碍。新制度主义政治学实现了制度与行为、环境的有机结合,对于分析制度效能问题具有视角优势。借鉴新制度主义政治学的“制度-制度相关人-环境”三维分析框架分析可知,党内法规制度效能实现受阻的因素包括内部因素、能动性因素和外部因素,具体表现为:党内法规的质量有待提高、部分主体的思想认知落后与法治能力不强、党内法规与环境的契合度不高。因此,提升党内法规制度效能应从党内法规的内部因素、制度相关人的能动性因素以及制度环境的外部因素方面着手,全面推进依规治党。As an important institutional basis for the CPC to supervise and govern the Party, the institutional efficiency of intraparty rules and regulations is not only related to the realization of strict party governance in an all-round way,but also the key to long-term party governance according to rules. However,the realization of the institutional efficiency of intraparty rules and regulations is hindered to a certain extent.The new institutionalism politics realizes the organic combination of institution,behavior and environment,and has the advantage of perspective to analyze the problem of institutional efficiency. Draw lessons from new institutionalism in political science-environment “system-system of the relevant person” of the three dimensional analysis framework,realization of inner-party laws and regulations system effectiveness factors including internal factors,dynamic factors and external factors,the specific performance as follows:the intraparty rules and regulations to improve the quality of the part,the main body of the ideological recognition lag and not strong in the rule of law and party rules will fit with the environment is not high. Therefore,to improve the efficiency of intraparty rules and regulations,we should start from the internal factors of intraparty rules and regulations,the initiative factors of institutional related people and the external factors of institutional environment,and comprehensively promote the party governing according to regulations.
