摘　　要：中共二十大报告把民主与法治分别独立设章,凸现了对两个问题的重视。理解这两个方面的伟大成就和新境界,有助于切实增强制度自信。全过程人民民主的提出主要是相对于西方民主而言的,全过程只是形式,人民民主才是本质,在研究和宣传中不能舍本逐末,不能为了刻意追求创新而抓住枝节问题大做文章。建设中国特色社会主义法治体系、建设社会主义法治国家的根本遵循和指导思想是习近平法治思想,必须结合学习报告进一步领会习近平法治思想。The democracy and the rule of law are separately discussed at the 20th National Congress,high lighting the importance of these two issues.To strengthen institutional confidence,it is of vital importance to understand the great achievements and new realms in these two areas.The whole-process democracy,proposed to distinguish itself from western democracy,is a system that stresses whole-process democracy and people’s’democracy,with the latter as the essence.People s democracy,therefore,should be the focus in our study and publicity,and side issues should not be overemphasized in pursuit of innovation.Besides,the report at the 20th National Congress should be studied in depth in order to fully comprehend Xi Jinping Thought on the Rule of Law,the fundamental guidelines to build a system of socialist rule of law with Chinese characteristics and to establish China as a socialist country under the rule of law.
