摘　　要：为利用北斗短报文提供海上遇险与安全业务,经过对北斗系统适应性改造和配套建设,我国建立北斗报文服务系统,并成功推动北斗报文服务系统加入国际海事组织(International Maritime Organization,IMO)全球海上遇险与安全系统(Global Maritime Distress and Safety System,GMDSS)。基于北斗短报文通信能力,论述北斗报文服务系统的总体架构,阐述北斗报文服务系统国际评估进展并分析北斗报文服务系统应用模式;鉴于我国对全球通导的需要,对北斗全球短报文在我国远洋船舶的应用进行论证,展望北斗报文服务系统在国际海事领域的发展方向;该研究为构建符合国际海事规范的北斗GMDSS服务体系提供参考。In order to provide maritime distress and safety service by using BeiDou short message,The authority of BeiDou Message Service System(BDMSS)is negotiating with IMO(International Maritime Organization)for joining its Global Maritime Distress and Safety System(GMDSS)after adaptive revamp of the system and supporting construction.The overall structure of BDMSS is described.The progress of international evaluation is described.The application mode of BDMSS is analyzed.The application of BeiDou global short message in China ocean going shipping industry is expounded.The prospect and direction of BDMSS is analyzed.
