摘　　要：根据海上交通管理业务特点和分区情况,基于船舶交通流量和险情事故因素,构建了分区水域风险评估指标体系。基于分区水域内港口功能层次划分,提出风险系数调整因子。采用风险指标对比、归一化处理、层次分析等手段,构建单项风险和综合风险指数测算方法。研究成果应用于评估全国海上交通管理分区水域安全风险等级,可为水上交通安全领域规划编制和监管救助业务提供技术支撑。The business characteristics and water area division are described about maritime traffic safety supervision and administration.Based on the factors of vessel traffic flow,danger and accidents,the risk assessment index system is put forward about the water subarea.The risk adjustment factors are proposed from the port function level in the water subarea.With the index comparison,normalization treatment and analytic hierarchy process,the measurement methods are issued about the single risk and comprehensive risk index.The research result is applied to the water subarea risk assessment and provides technical support for maritime traffic safety planning preparation and business development.
