共同富裕视域下的土地资源资产收益问题研究

摘　　要：土地资源资产收益及其管理是实现共同富裕过程中必须研究和解决的重大问题。文章基于我国土地产权及收益分配理论,分析了土地财富规模及收益分配结构,阐述了国有土地出让市场存在的土地流拍、国企接盘、总体亏损、债务攀升等问题。基于“国有资产+国有资源+国有银行”这一社会主义经济制度特征,以促进共同富裕为导向,统筹考虑收益分配、住房保障、地方债务问题,综合采取财政、金融、法律、信息化等政策工具,从全面推行住房双轨保障、逐步完善土地出让制度、持续提高公共治理能力等三方面提出完善土地资源资产收益制度体系的建议。The revenue and management of land resource assets is a major problem that must be studied and solved in the process of achieving common prosperity. Based on the theory of land property rights and revenue distribution in China, the paper analyzes the scale of land wealth and the structure of revenue distribution, and expounds the problems existing in the state-owned land transfer market, such as land auction failure, state-owned enterprise takeover, overall loss, debt rising and etc. In accordance with the characteristics of the socialist economic system of "state-owned assets + state-owned resources + state-owned banks", guided by the promotion of common prosperity, the paper comprehensively considers revenue distribution, housing security and local debt issues,takes coordinated adoption of fiscal, financial, legal, informationalized policy instruments, and then puts forward the suggestions from the following three aspects to perfect the system of revenue of land resource assets: Fully implement double-track housing security,gradually improve the land transfer system, continuous improvement of public governance capacity.
