摘 要:中国经济社会的快速发展,城镇化进程不断加快,对水资源的保障能力要求更高,人与水的关系更加密切,人类与水循环共同构成了耦合系统。在生态环境中,人类的活动和自然水循环的和谐关系是最强烈的,受自然和社会等各种主客观因素的影响,城市中水循环的过程有着复杂化的特征,这便造成了城市水循环的各类问题相继发生。气候变化之快的背景下,城市四水问题更加突出和棘手,对经济社会的发展带来了极为不利的影响。实施水循环工程是对城市四水同治的一种有效环节措施,随着新型分水口的运用,使得这一措施的作用更加凸显,同时对水资源短缺、水生态、水环境、水灾害严重的问题,带来了相对有效的缓解措施,实现水资源优化配置,高效利用,水生态、水环境的持续改善。With the rapid development of economy and society, the process of urbanization is speeding up. The demand for water resources is higher, and the relationship between human and water is closer. Human and water cycle constitute a coupling system. In the ecological environment, the harmonious relationship between human activities and natural water cycle is the strongest. Influenced by various subjective and objective factors such as nature and society, the process of water cycle in cities has complicated characteristics, which has resulted in the various problems of urban water cycle. Under the background of the rapid climate change, the urban Four Water problem is more prominent and difficult, which has brought the extremely disadvantageous influence to the economic and social development. The implementation of the water system connection project is an effective link measure for the the Four Water governance in the city. With the application of the new water diversion port, the role of this measure has become more prominent. At the same time, it has brought relatively effective mitigation measures for the problems of water shortage, water ecology, water environment, and serious water disasters, so as to achieve the optimal allocation of water resources, efficient utilization, and continuous improvement of water ecology and water environment.
