摘　　要：目的:构建一套县级公立医院突发公共卫生事件应对能力指标体系。方法:通过检索国内外数据库文献、德尔菲法和专题小组讨论法筛选出指标池,然后利用层次分析法和模糊综合评价法确定指标权重。结果:经过两轮德尔菲咨询,专家权威系数分别为0.91和0.92,构建了一套9个一级指标、89个二级指标的体系,用于评价县级公立医院突发公共卫生事件能力。其中,一级指标中权重排名前三的有领导与指挥(0.35)、安全与保障(0.19)、服务连续性(0.14)。结论:该指标体系不仅能够评价县级公立医院应对突发公共卫生事件能力。同时,能够为县级公立医院应对突发公共卫生事件提供准备和自查清单,更好地为突发公共卫生事件应对做好准备。Objective:Construct a set of county-level public hospital emergency public health event response capacity indicator systems.Methods:A pool of indicators was selected by searching domestic and foreign database literature,the Delphi method,and the focus group discussion method,and then the indicator weights were determined by using hierarchical analysis and a fuzzy comprehensive evaluation method.Results:After two rounds of Delphi consultation with expert authority coefficients of 0.91 and 0.92,a system of 9primary indicators and 89 secondary indicators was constructed to evaluate the capacity of county-level public hospitals for public health emergencies.Among them,the top three weightings of the primary indicators were leadership and command(0.35),safety and security(0.19),and service continuity(0.14).Conclusion:The index system is not only to evaluate the capacity of county-level public hospitals for public health emergencies.At the same time,it can provide a preparation and self-examination checklist for county-level public hospitals to prepare for public health emergencies and better prepare for public health emergencies response.
