摘　　要：围绕如何构建陆海空天一体化水上交通运输安全保障体系,提出了海事监管指挥系统发展设想。首先,分析了当前国外广域海上监视能力、我国海上综合监管的现状和存在的问题;然后,提出了陆海空天一体化海事监管指挥系统的总体架构和以“一网四中心”为核心的建设构想,为陆海空天一体化水上交通运输安全保障体系的信息化发展提供建设思路。Focused on how to construct a land, sea, air and space integrated water transportation security guarantee system, a development vision on maritime supervision and command system is presented. Firstly, the current foreign broad-area maritime surveillance capability and the current status and existing problems of comprehensive maritime supervision in China are analyzed. Then, the overall architecture of the land, sea, air and space integrated maritime supervision and command system and the construction conception with the core of "one net and four centers" are proposed. It provides construction ideas on the information development of the land, sea, air and space integrated water transportation security guarantee system.
