结构与行动互构下公私合作治理的运作逻辑——以农转居社区物业混改为例

摘　　要：运用结构与行动互构的理论范式,以苏州工业园区物业混改为例研究发现:一方面农转居社区物业管理的既有结构不仅充当了约束性条件,同时又是孕育和促发物业改革行动的能动性条件,即“结构—行动”的实现过程;另一方面,物业混改中公私合作治理遵循了“结构优化—目标明晰—认知内化—赋权执责”的过程,行动的结果实现了对物业管理治理结构的重构,提升了政府部门的公共服务能力,即“行动—新结构”的实现过程。由此,治理结构与行动互为中介和结果,在结构向新结构转化的过程中,行动起到了关键的中介与效能转换器的作用,从而为公私合作治理的行动路径与效能生成提供了学理性解释。Using the theoretical paradigm of mutual construction of structure and action,taking the mixed property reform of Suzhou Industrial Park as an example,it is found that on the one hand,the existing structure of property management in the rural to residential community not only serves as a constraint condition,but also serves as a dynamic condition for nurturing and promoting property reform action,that is,“from structure to action”;on the other hand,the governance of public-private partnership in the mixed reform of property follows the process of“structural optimization”,“clear objectives”,“internalization of cognition”,“empowerment and responsibility”.The result of action realizes the reconstruction of the governance structure of property management and improves the public service capacity of government departments,that is,the realization process of“from action to new structure”.Therefore,governance structure and action are mediators and results of each other.In the process of transforming structure into new structure,action plays a key role of intermediary and efficiency converter,thus providing a scientific explanation for the action path and efficiency generation of public-private partnership governance.
