摘　　要：重大项目作为经济稳增长的“压舱石”,其顺利落地运行有利于扩大有效投资、转变发展方式、优化产业结构、促进经济增长,对推动经济高质量发展具有重大意义。对已完成用地保障的重大项目进行社会经济效益的评估,切实保障有效投资用地需求的同时,提升资源利用效益和节约集约用地水平。然而,迄今关于重大项目经济社会效益评价的理论和方法甚少,亟需进行研究。文章根据历年来江苏省重大项目的清单情况,构建了科学的评价指标体系,并运用熵权法对2019年江苏省典型重大项目综合效益进行测算,为进一步优化重大项目的要素保障措施提供参考。As the“ballast stone”for stable economic growth,the smooth implementation of major projects is conducive to expande effective investment,transforme development methods,optimize industrial structure,and promote economic growth,and is of great significance to promote high-quality economic development.The evaluation of the social and economic benefits of major projects that have completed land use guarantees can effectively ensure the effective investment land demand,and at the same time improve the efficiency of resource utilization and the level of economical and intensive land use.However,so far,there are few theories and methods on the evaluation of economic and social benefits of major projects,and research is urgently needed.Based on the list of provincial major projects over the years,the paper constructs a scientific evaluation index system,and uses the entropy weight method to measure the social and economic benefits of typical major projects in Jiangsu province in 2019,so as to provide reference for further optimization of element guarantee measures for major projects.
