公众参与历史遗产保护有效性分析——基于利益相关者理论视角

摘　　要：近年来,越来越多的人意识到历史遗产保护的重要性。而公众参与历史遗产保护是时代发展的趋势。但我国公众参与仍处于初步发展阶段,存在形式化、低效等问题。因此,本研究用利益相关者理论中的“合法性”“权力性”“紧急性”三大属性,与“参与主体的成熟度”“参与深度”“参与时机的全面性”及“意见采纳程度”四个公众参与有效性影响因素,构建一个有效性分析模型。对广州市恩宁路公众参与历史遗产保护的过程进行有效性分析,总结现阶段我国公众参与历史遗产的问题并进行讨论。In recent years, more and more people are aware of the importance of historical heritage protection. Public participation in historical heritage protection is the trend of the Times.However, China’s public participation is still in the initial stage of development, and there are some problems, such as formalization and low efficiency. Therefore, this paper uses three attributes of the stakeholder theory of “legitimacy”, “power”, and “urgent”,and four effective influential factors of public participation of “the maturity of the participating subjects”, “participation depth”, “the comprehensiveness of the participation timing” and “adoption”to build an effective analysis model. This paper analyzes the effectiveness of public participation in historical heritage protection in Enning Road of Guangzhou City, summarizes the problems of public participation in historical heritage protection at present in China and then discusses.
