摘　　要：公共服务发展水平是衡量社会文明程度的一个重要标志。5G、云计算、人工智能、互联网和政务服务、行政管理深度融合,为数字治理建设提供了有力的技术支撑和保障。数字技术的普及应用,一方面,带来了公共服务创新的机遇:数字化减少公共服务主体间的信息不对称、智能化能够降低公共服务供需匹配的交易成本。另一方面,也使得公共服务创新遇到挑战:创新流于表面形式、缺乏深层次职能转变,创新过程比较封闭、缺乏开放式主体互动。面向数字时代的公共服务创新新革向应按照如下展开:公共服务由“单向主导”向“多元互动”转变、公共服务由“路径依赖”向“数据驱动”转变。数联万物,依法而治,数字治理建设之路,虽崎岖难行,但本着仁善的价值判断和精深的技术理性的初心,构建制度设计规则,方能实现美好远景。The development level of public service is an important symbol to measure the degree of social civilization.The deep integration of 5G,cloud computing,artificial intelligence,the Internet,government services and administration provides strong technical support and guarantee for the development of digital governance.On the one hand,the popularization and application of digital technology brings opportunities for public service innovation:digitalization can reduce the information asymmetry among public service subjects,and intelligence can reduce the transaction cost of matching public service supply and demand;On the other hand,it also makes public service innovation encounter challenges:innovation is superficial form,lack of deep functional transformation,innovation process is relatively closed,lack of open subject interaction.The new innovation direction of public service in the digital age should be developed as follows:public service being transformed from"one-way dominance"to"multiple interaction",and public service being transformed from"path dependence"to"data driven".Although the road of digital governance is rugged and difficult,it can only achieve a bright vision by constructing rules for system design based on the value judgment of benevolence and profound technical rationality.
