摘  要:针对变电站新建、改扩建工程等大型启动倒闸操作,提出基于票面多级审核制、操作疑点会商制、分组全程备班制的“三制”工作法,实现了大型启动倒闸操作全过程规范有序、风险可控,为变电站新建及改扩建工程安全管理提供参考。In view of large-scale startup switching operations such as new substation construction,reconstruction and expansion projects, a "three system" working mechanism based on the multi-level ticket review system, the operation doubt consultation system, and the group-level whole process shift preparation system is proposed, which realizes the whole process of large-scale startup switching operations in a standardized and orderly manner with controllable risks, and offers reference for the safety management of new substation construction, reconstruction and expansion projects.
