摘　　要：黄河流域高质量发展是一种大流域的高质量发展,对筑牢生态屏障、缩小经济差距、实现社会主义现代化具有关键作用,是实现全国整体高质量发展的重要步骤。然而,黄河流域生态环境脆弱、产业结构落后、发展动力疲软等问题限制着黄河流域高质量发展的推进。数字经济作为具有创新性、进步性和延展性的新型经济形态,将成为推动黄河流域高质量发展的新引擎,其作用主要体现为:助力黄河流域生态环境保护与高质量发展的动力转换,促进黄河流域生态环境保护与高质量发展中的产业结构优化,提升黄河流域生态环境保护与高质量发展中的资源利用效率。数字经济推动黄河流域高质量发展的路径为:促进完善黄河流域自然资源市场建设,加强生态保护;保障黄河流域协同治理分类发展并举,赋能系统发展;助力黄河流域脱贫攻坚成果巩固拓展,促进共同富裕。数字经济推动黄河流域高质量发展的政策着力点在于:以全域统筹为导向,构建黄河流域数字化协同治理机制;以数字经济为依托,全面推进黄河流域产业现代化变革;以安全稳定为目标,推进黄河流域数字经济规范化发展;以创新驱动为核心,保障黄河流域数字经济可持续发展。The high-quality development of the Yellow River Basin is a kind of high-quality development of large basins.It plays a key role in building a solid ecological barrier,narrowing the economic gap and realizing socialist modernization.It is an important step to realize the overall high-quality development of the whole country.However,the fragile ecological environment,backward industrial structure and weak development power in the Yellow River Basin limit the promotion of high-quality development in the Yellow River Basin.As an innovative,progressive and extensible new economic form,digital economy will become a new engine to promote the highquality development of the Yellow River Basin.Its role is mainly reflected in:helping the power transformation of ecological environment protection and high-quality development of the Yellow River Basin,promoting the optimization of industrial structure in ecological environment protection and high-quality development of the Yellow River Basin,and improving the resource utilization efficiency in ecological environment protection and high-quality development of the Yellow River Basin.The path of digital economy to promote the high-quality development of the Yellow River Basin is to promote and improve the construction of natural resource market in the Yellow River Basin and strengthen ecological protection,ensure the coordinated management and classified development of the Yellow River Basin and enable systematic development,help consolidate and expand the achievements of poverty alleviation in the Yellow River Basin and promote common prosperity.The policy focus of digital economy to promote the high-quality development of the Yellow River Basin is taking the overall planning of the whole region as the guidance and constructing the digital collaborative governance mechanism of the Yellow River Basin,relying on digital economy and promote the reform of industrial modernization in the Yellow River Basin comprehensively,promoting the standardized development of digital economy in
