摘　　要：硬质合金是现代制造工业的脊梁。硬质合金产业的高质量发展是中国制造业高质量发展的基础,是引领中国由硬质合金产业大国向产业强国跨越的强大引擎。本文分析了硬质合金的战略需求,中国硬质合金产业发展现状,中国硬质合金产业发展中的痛点、难点和卡点。从材料与技术、强大造血功能打造和创新驱动、产业发展环境、国际视野和战略高地等多个层面,提出了中国硬质合金高质量发展的目标与举措、战略以及愿景,即成为全球硬质合金的智造中心,成为全球硬质合金的人才培养、研发与创新中心,拥有一批能满足国家重大需求、引领行业健康发展、具有强大国际竞争力的国际一流型企业和全产业链配套协同发展的专精特新创新型企业。Cemented carbides are the backbone of the modern manufacturing.The high-quality development of the China′s cemented carbide industry is the basis for the high-quality development of the China′s manufacturing industry,and it is a powerful engine that can lead China from a large cemented carbide industry to an industrial power.In this paper,we have analyzed the strategic demands for cemented carbides,the development status of the cemented carbide industry in China,and the pain points,difficulties and sticking points in the development of China′s cemented carbide industry.The objectives,measures and strategy for the high-quality development of China′s cement carbide industry are presented in terms of materials and technology,powerful hematopoietic function creation and innovation drive,industrial development environment,international vision and strategic high ground.A vision for the high-quality development of China′s cement carbide industry is presented.It is expected that China will become a global cemented carbide center of intelligent manufacturing,talent training,R&D and innovation,accompanied by the healthy growth of a group of international first-class enterprises and synergetic SRDI(Specialized,Refinement,Differential,and Innovation)enterprises distributed in the whole industrial chain that can meet the major national needs,lead the healthy development of the industry and have strong international competitiveness.
