碳标签制度对中国竹制品企业出口的影响与对策研究——以浙江省安吉县为例

摘　　要：中国是世界上竹资源最丰富的国家,连续多年成为全球最大的竹产品生产国和出口国。“中国第一竹乡”浙江省安吉县首次发布竹制品碳标签,成为绿色低碳和提升竹产品竞争力的创新性举措。通过对碳标签制度发展与应用现状进行梳理,得出碳标签制度会对竹制品企业产生扩大产品国际出口量、提高出口竞争力、提升国际话语权的影响,以及碳标签制度下竹制品企业出口贸易存在着竹制品碳足迹计测评估缺乏融通、出口成本较高、碳标签互认标准尚未统一、竹制品企业缺乏科技支撑力等问题。为促使竹制品更好走向世界,应推进碳足迹循环测定研究,完善竹林碳汇交易机制;推动竹制品规模化生产,发挥产业集群效应;不断丰富应用场景,推进竹业三产融合发展;提高竹产品核心竞争力,积极参与国际合作与交流。China is the country with the richest bamboo resources in the world and has been the world’s largest producer and exporter of bamboo products for many years.Anji County,Zhejiang Province,called China’s first bamboo Town,has released the carbon label of bamboo products for the first time,which is an innovative measure for green low-carbon and improving the competitiveness of bamboo products.Through sorting out the development and application status of carbon label system,it is concluded that carbon label system will have an impact on bamboo products enterprises to expand international export volume,improve export competitiveness and enhance international discourse power.Under the carbon label system,there are some problems in the export trade of bamboo products enterprises,such as high production cost of bamboo products,lack of financing for carbon footprint measurement and evaluation,uniform carbon label mutual recognition standards,scientific and technological support.In order to promote the bamboo products to the world,the bamboo products enterprises should make a profound study on carbon footprint cycle measurement and improve the bamboo forest carbon sink trading mechanism,promote large-scale production and give full play to industrial cluster effect,continuously enrich the application scenarios and promote the integration development of three industries of bamboo industry,improve the core competitiveness of bamboo products and actively participate in international cooperation and exchanges.
