摘　　要：本研究从环境不确定性与组织权力视角出发,提出了公共危机治理中社会组织间协作形态的分析框架。通过分析中国两次重要公共危机中社会组织间协作案例,本文进一步比较了两次公共危机在信息稀缺程度、反馈时间跨度和行动预期前景上的差异,以及不同环境中组织在正式权威、关键资源控制和话语合法性上的不同,从而进一步揭示环境不确定性和组织权力的共同作用下差异化的社会组织间协作关系形成和演进的内在机制。In recent years, NGOs have been developing continuously, and have participated in the governance of major public crises in different forms of collaboration in China. In the past, most of the researches focused on the classification of collaboration among NGOs and described their collaboration modes statically, instead of discussing in depth why collaboration among NGOs took on different forms and the evolution process. Based on the environmental uncertainty and organizational power, this study puts forward an analytical framework of the collaboration among NGOs in public crisis management.By analyzing the cases of collaboration among NGOs in two important public crises in China, this paper further compares the differences between the two public crises in clarity of information, time span of feedback and expectation prospect of action, as well as the differences in formal authority, key resource control and discourse legitimacy of organizations in different environments, so as to further reveal the internal mechanism of the formation and evolution of differentiated collaboration among NGOs under the joint influence of environmental uncertainty and organizational power.
