摘 要:在公安大数据战略快速推进的背景下,全国公安机关立足实战需求,开发了许多大数据智能应用,用于线索发现、预警预测、案情分析等任务。这些应用的效能和寿命呈现较大差异:一些应用取得了良好效果,能够长期服务公安工作;一些应用反响寥寥,使用一两次就被闲置。文章基于情报流程的模型框架,通过与公安机关情报部门专家深度访谈,试图从情报生产的关键环节挖掘公安大数据智能应用效能和寿命的影响因素。研究发现情报大数据智能应用主要受四种因素影响:情报需求、数据搜集、应用开发、推广与优化。研究结果对公安大数据智能应用的开发和管理具有参考意义。In the context of the rapid development of the policing big-data strategy,police departments have developed many intelligent applications of big-data based on work requirements,for clues discovery,early warning and prediction,case analysis and other tasks.The effectiveness and lifespan of these applications vary greatly:some have achieved good results and can serve the policing work for a long time;Some apps have received little response,being used once or twice and then left aside.Based on the information process model and interviews with experts from the police intelligence department,this paper tries to explore the influencing factors of the efficiency and lifespan of policing intelligence application from the key links of information production.It is found that the big-data intelligence application is mainly affected by four factors:intelligence requirements,data collection,application development,promotion and optimization.The research results have reference significance for the development and management of policing big-data intelligence application.
