摘 要:在大数据、人工智能、5G、物联网等技术快速发展的背景下,应急管理向更智能化、自动化、科学化的发展方向迈进,信息化应用水平得到了大幅提升。文章提出了基于海量运营商数据打造全域全周期智慧应急系统,以高算力、响应低时延、安全可视化、灵活组装等能力支撑综合指挥、应急通信、短临预警、全域感知、数据智能等应急需求,有效提升应急管理的智能化水平,为全社会的应急管理体系和能力现代化贡献力量。With the rapid development of big data,artificial intelligence,5g,Internet of things and other technologies,emergency management is becoming more and more intelligent,automated and scientific,greatly improving informatization application.This article proposes to build an intelligent emergency system with whole-domain and full-time management based on massive operator data,which support emergency needs such as integrated command,emergency communication,short-term and imminent early warning,global awareness,data intelligence with high computing power,low response time delay,security visualization,flexible assembly and other capabilities,so as to effectively improve the intelligent level of emergency management and contribute to the modernization of the emergency management system and capabilities of the whole society.
