摘　　要：高质量发展阶段,高校作为高等教育质量保障主体的地位和作用进一步凸显。高校内部质量保障体系是指以保证和提升教育教学质量为根本目的,由教育教学质量的主要影响因素及其管理的基本要素之间的关系所构成的校内工作体系及运行机制。在40余年的探索历程中,其建设经历了由外而内、从无到有、从不成熟到基本成型的发展阶段,总体呈现出从“教学质量监控体系”到“教学质量保障体系”再到“教育教学质量保障体系”的演进特征。未来一段时期内,进一步建设和健全高校内部质量保障体系的基本思路是由“外驱”为主转向“内驱”为主,由“证明”为主转向“改进”为主,由学校层面为主转向院系层面和教师个体为主,由教学为主转向教育教学一体化推进,由统一模式转向特色建设。At the stage of high-quality development,the status and role of colleges and universities as the main body of quality assurance are further highlighted.The Internal Quality Assurance System of Colleges and Universities(IQASCU)refers to the internal working system and operating mechanism,which is formed by the relationship between the main influencing factors of the quality of education and teaching and the basic elements of its management with the fundamental purpose of ensuring and improving the quality of education and teaching.In the course of more than 40 years of exploration,the construction of the IQASCU has gone through the development stage from outside to inside,from nothing to existence,from immaturity to basic formation,and its construction connotation shows the phased characteristics from“teaching quality monitoring system”to“teaching quality assurance system”to“education and teaching quality assurance system”.In the future,the basic ideas for building and improving the IQASCU are:from“external drive”to“internal drive”,from“proof”to“improvement”,from school level to department level and individual teachers,from teaching to integration of education and teaching,from unified mode to characteristic construction.
