摘　　要：围绕党的二十大对法治工作的新要求和安排部署,阐释了加强水利法治建设的重大意义和艰巨任务,阐明了水利法治建设必须牢牢把握的政治原则、根本立场和科学路径,分析了水利法治体系建设的重点任务,明确了推进水利依法行政、依法履职尽责的工作要求,提出了运用科学思维方法提高水利法治工作能力和水平的有关建议,为深入学习贯彻党的二十大精神、加强水利法治工作、在法治轨道上推动新阶段水利高质量发展提供借鉴。With a focus on new requirements and arrangements for law enforcement and legislation at the 20th National Congress of the CPC, discussions are made on the great significance and arduous tasks, and political principles, fundamental positions and scientific paths that must be considered, and major work for the establishment of legal framework and legal system. An analysis is made on the working requirements for law-based administration and performing duties according to law. It is suggested to take approaches of scientific thinking to make improvement and capacity building, which may provide insight to learn and implement the agenda of the 20th CPC National Congress, and strengthen law enforcement and water legislation, so as to promote high-quality water development in the new stage.
