《马拉喀什条约》跨境交换义务对我国阅读障碍者文化服务机构的挑战及对策分析

摘　　要：旨在为视障人士等印刷品阅读障碍者消除书荒的《马拉喀什条约》于2022年5月在我国生效。文章总结了部分《马拉喀什条约》缔约国对跨境交换义务的规定与实践、我国阅读障碍者文化服务机构履行《马拉喀什条约》跨境交换义务的工作基础,分析了我国阅读障碍者文化服务机构面临的挑战和相应的对策建议,目的是帮助阅读障碍者文化服务机构在《马拉喀什条约》实施的背景下提升服务和管理水平,促进国际文化交流,增强我国的文化软实力。The Marrakesh Treaty, which aims to eliminate book shortages for people with print disabilities such as the visually impaired, entered into force in China in May 2022. The article summarizes the regulations and practices of some Marrakesh Treaty parties on cross-border exchange obligations, and the working basis of cultural service organizations for people with reading disabilities in China to fulfill the cross-border exchange obligations of the Marrakesh Treaty.At the same time, the article also analyzes the challenges faced by cultural service organizations for dyslexics in China and the corresponding countermeasure suggestions. The purpose of this paper is to help cultural service organizations for people with reading disabilities improve their services and management in the context of the implementation of the Marrakesh Treaty, promoting international cultural exchanges and enhancing the cultural soft power of China.
