摘　　要：党的十八大以来,国家通过改革完善中央财政科研经费管理、支持科研院所改革发展等一系列政策措施,持续加大科研投入,不断改善科研条件,有力推动了我国科技强国建设。随着科技体制改革的深入,更需要落实好相关政策,在优化科技经费支出结构、完善科研评价激励机制等方面下功夫,以更好提升科研经费的使用效率,激发科研机构和科研人员的创新活力。文章以中央科学事业单位为着眼点,探讨科技体制改革深入发展阶段,如何落实中央政策,履行科研管理职责,进一步加强科研经费管理力度,促进科技研发力量蓬勃向上。Since the 18th National Congress of the Communist Party of China,through a series of policy documents and reform measures to optimize the management of scientific research funds,such as reforming and improving the management of scientific research funds of the central government and supporting the reform and development of scientific research institutes,our country had continued to increase scientific and technological investment,significantly increased project support,vigorously improved the conditions of scientific and technological hardware,effectively supported scientific and technological breakthroughs,and made solid progress in promoting the construction of a scientific and technological power in China.With the deepening of the reform of the science and technology system,at this stage,what is more needed for scientific research institutes is to thoroughly implement relevant policies,make efforts in optimizing the expenditure structure of science and technology funds,improving the scientific research evaluation incentive mechanism and other aspects related to"production relations",better improve the efficiency of the use of science and research funds,stimulate the creativity and innovation of scientific research institutes and researchers,so as to further enhance the"primary productivity"of science and technology.In this study,with the national science institutes as the focus,we talked about how to implement the central policy,perform the scientific research management responsibilities,further strengthen the management of scientific research funds,and promote the vigorous development of scientific research and development forces in the stage of deepening the reform of the scientific and technological system.
