健康老龄化背景下“医养结合”服务模式研究

摘　　要：健康老龄化要求延长患者自理期,降低其失能、半失能风险,而目前老年人群数量庞大,医疗服务与养老需求较大,故需要积极探讨医养结合的养老模式,更好地满足老年人群需求。而现今典型养老模式主要包括:养老资源向医疗机构流动、医疗资源向养老机构流动、医疗养老资源双向流动3种模式,但在具体实施时仍然存在结构失衡、护理资源缺乏、医保结算困难、沟通不畅、监管混乱等问题,影响了医养结合养老模式的发展。基于此,应该建立完善的评估体系,做到机构精准定位,政府大力支持,并合理投入资金、人才、设备等资源,以形成完善的医养结合服务模式,进一步满足老龄人群的医疗与养老需求。Healthy aging requires prolonging patients'self-care period and reducing their risk of disability and semi-disability,while the current large number of elderly people has a large demand for medical services and elderly care,so it is necessary to actively explore the combined medical and elderly care model to better meet the needs of the elderly.The typical elderly care model nowadays mainly includes three models:the flow of elderly resources to medical institutions,the flow of medical resources to elderly institutions,and the two-way flow of medical and elderly resources,but there are still problems such as structural imbalance,lack of nursing resources,difficulties in medical insurance settlement,poor communication and confusion in supervision,which affect the development of the combined medical and elderly care model.Based on this,a perfect assessment system should be established to achieve precise positioning of institutions,strong government support,and reasonable investment of capital,talents,equipment and other resources to form a perfect combined medical and nursing care service model to further meet the medical and nursing care needs of the aging population.
