国土空间规划体系下风景名胜区土地利用和管控优化路径——以庐山风景名胜区为例

摘　　要：传统的风景名胜区土地利用及管控方式与国土空间规划体系下的全域全要素管控存在不适应,一方面风景名胜区用地分类与国土空间用地用海分类缺乏转换,未来风景名胜区规划修编时很难与国土空间土地利用规划相衔接;另一方面风景名胜区往往不依托用地分类进行分级分区,导致管控措施难以落实。基于此,文章构建了国土空间规划下的风景名胜区土地利用与管控优化方法,包括科学划定与“三调”用地对应的风景游赏用地、依托国土空间用地用海标准优化风景名胜区用地分类标准、依据用地分类提出管控原则,以期能够促进风景名胜区规划与国土空间规划在用地与管控上的合理衔接。Traditional land use and control methods of landscape resort do not match the whole area and all elements control of territorial space planning in that their land categorization standards differ and subsequent leveled zoning control is unwarranted.The paper establishes an optimization method of land use and control in landscape resort under territorial space planning,which promotes the connection of land use and control between landscape resort and territorial space planning,including rational delimitation of landscape land according to the third national land investigation,improvement of land use classification of landscape resort according to territorial land and marine space standards,proposal of control principles according to land use categorization.
