环境规制、政府信任与公众获得感——以纺织企业印染废水处理为例

摘　　要：基于浙江、广东两省445份居民调查数据,将环境规制表征为纺织企业印染废水处理措施,通过引入政府信任作为中介变量构建中介效应模型,研究环境规制对公众获得感的影响机制。研究结果显示:环境规制对生态获得感并无显著影响,而对社会获得感具有显著的正向影响;经过中介效应检验,在环境规制下,政府信任对社会获得感产生中介作用,对生态获得感并无中介作用;正式环境规制与非正式环境规制对生态获得感并无显著影响,而对社会获得感具有显著的正向影响。各地政府应增强公众的政府信任建设,应加强正式环境规则力度与非正式环境规制的约束力;纺织企业应改进印染废水处理措施:从而全面提升公众获得感。Based on the data of 445 resident surveys in Zhejiang Province and Guangdong Province,this paper characterizes environmental regulation as a measure to treat printing and dyeing wastewater in textile enterprises,and constructs an intermediary effect model by introducing government trust as an intermediary variable to study the impact of environmental regulation on the sense of public gain of the mechanism.The results show that environmental regulation has no significant effect on ecological sense of gain,but has significant positive effect on social sense of gain.Through the test of mediating effect,under environmental regulation,government trust has mediating effect on social sense of gain,formal and informal environmental regulations have no significant effect on ecological sense of gain,but have significant positive effect on social sense of gain.The paper puts forward some suggestions:local governments should enhance the public’s trust in government;textile enterprises should improve the treatment measures of printing and dyeing wastewater;Meanwhile,the binding force of formal environmental regulations and informal environmental regulations should be strengthened,so as to enhance the overall public sense of gain.
