广西重点生态功能区产业准入负面清单制度赋能乡村产业振兴:机理、挑战与对策--民族事务治理法治化系列研究之一

摘　　要：由于广西乡村振兴重点帮扶地区与重点生态功能区高度重合,产业准入负面清单制度又是重点生态功能区建设的一项重要制度,因此,深入研究产业准入负面清单制度赋能乡村产业振兴的机理、挑战与对策,对于广西充分发挥重点生态功能区转移支付资金助力乡村振兴大有禅益。产业准入负面清单制度赋能乡村产业振兴的作用机理可以总结为:执行负面清单-立足资源票赋调整产业结构-保护生态环境一筛选优势特色发展产业-构建生态经济模式-实现经济高质量发展。然而,当前产业准入负面清单制度在执行的过程中面临着负面清单编制不科学、执行监督效果不佳、配套转移支付制度设计不合理等挑战,需要通过优化负面清单编制、强化负面清单执行监督、完善配套财政制度加以完善。Due to the high overlap between key areas for rural revitalization and key ecological functional areas in Guangxi,and the negative list system of industrial access is also an important sys-tem for the construction of key ecological functional areas,so,an in-depth study of the mechanism,challenges and countermeasures of the negative list system of industry access enabling rural industry revitalization is of great benefit to Guangxi to give full play to the transfer payment funds in key ecological functional areas to help rural revitalization.The mechanism of industry access negative list system enabling rural industry revitalization can be summarized as follows:implement the negative list adjust the industrial structure based on the resource endowmentprotect the ecological environ-mentscreen the advantageous and characteristic industries—build an ecological economic model-achieve high-quality economic development。However,the current industry access negative list sys-tem is faced with challenges in the implementation process,such as unscientific preparation of the negative list,poor implementation and supervision effect,and unreasonable design of supporting transfer payment system,it needs to be improved by optimizing the preparation of the negative list,strengthening the implementation and supervision of the negative list,and improving the supporting financial system.
