建党百年我国农村土地流转制度的变迁与启示

摘　　要：建党百年来,我国在“三农”建设方面取得了历史性成就:全面建成了小康社会,农村贫困人口全部脱贫。透过百年历程可以发现,我国农村土地流转制度经历了中华人民共和国成立前打破封建土地所有制的革命时期,中华人民共和国成立初期“从萌芽到限制”的建设时期,改革开放后土地“两权分离”下的改革时期,新时代深化土地“三权分置”改革的探索时期。百年来,我国积累了不少农村土地流转制度改革的经验,同时,也存在农民意识偏差,土地流转流程不规范,“非农化”“非粮化”问题凸显,“失地”农民的保障制度不健全等问题。我国应采取加大政策宣传来提高农民参与土地流转的意识、加强土地流转流程的规范和监督来完善土地流转市场体系、强化对土地流转用途的监管来遏制非农非粮化、健全“失地”农民的保障制度等一系列深化土地流转制度改革的措施,推进农村土地健康流转。Over the past hundred years since the founding of the Party, China has made historic achievements in the construction of “agriculture, countryside and farmers” a well-off society has been built in an all-round way,and all rural poor people have been lifted out of poverty. Through the centenary history, it can be found that China’s rural land circulation system has gone through the revolutionary period of breaking the feudal land ownership before the founding of the People’s Republic of China, the construction period of “from germination to restriction” after the founding of the People’s Repulic of China, the reform period under the “separation of two rights” of land after the reform and opening up, and the exploration period of deepening the reform of “separation of three rights” of land in the new era. Over the past hundred years, China has accumulated a lot of experience in the reform of the rural land transfer system. At the same time, there are also problems such as farmers’ awareness deviation, nonstandard land transfer process, prominent problems of “non-agricultural” and “non grain”, and imperfect security system for “land lost” farmers. Our country should take a series of measures to deepen the reform of land transfer system, such as increasing policy publicity to improve farmers’ awareness of participating in land transfer,strengthening the standardization and supervision of land transfer process to improve the land transfer market system, strengthening the supervision of land transfer purposes to curb non-agricultural and non grain, improving the security system for “land lost” farmers, and promoting the healthy transfer of rural land.
