摘 要:为促进环渤海主要港口进一步发展,文章用DEA-Malmquist指数模型对大连港、营口港、天津港、青岛港、唐山港进行效率测度。研究表明当前存在以下现象:第一,总体发展趋势较为平缓,产出效果良好,但是近2年的效率都没有达到最优,值得欣喜的是这两年的发展呈现回暖的态势。第二,大连港、营口港和秦皇岛港的规模效率低于平均水平,天津港的纯技术效率低于平均水平,唐山港则是技术进步效率指数没有达到最优。因此根据相关结论提出以下对策:第一,坚持大环境不变,加速设施设备创新、更新,加快智慧港口建设步伐。第二,大连港、营口港和秦皇岛港不要依托扩大的资源进行盲目扩张,应该对现有基础进行打磨,同时,唐山港坚持综合技术效率的优势,弥补设施设备更新上的劣势。天津港则从单位货物价值创造上提高自身的综合效率。In order to promote the further development of the main ports in the Bohai Rim, this paper uses the DEA-Malmquist index model to measure the efficiency of Dalian port, Yingkou port, Tianjin port, Qingdao port and Tangshan port. The research shows that the following phenomena exist at present: First, the overall development trend is relatively flat, and the output effect is good, but the efficiency in the past two years has not reached the optimum. Second, the scale efficiency of Dalian port, Yingkou port and Qinhuangdao port is lower than the average level, the pure technical efficiency of Tianjin port is lower than the average level, and the technological progress efficiency index of Tangshan port is not optimal. Therefore, according to the relevant conclusions, the following countermeasures are proposed: First, keep the general environment unchanged, accelerate the innovation and update of facilities and equipment, and accelerate the pace of smart port construction. Second, Dalian port, Yingkou port and Qinhuangdao port should not rely on expanded resources for blind expansion, but should polish the existing foundation. At the same time, Tangshan port adheres to the advantages of comprehensive technical efficiency and makes up for the disadvantage of facilities and equipment renewal. Tianjin port has improved its overall efficiency in terms of unit cargo value creation.
