政策网络理论视域下大学生创业政策与发展向度探究

摘　　要：自上世纪90年代开始,随着高校扩招政策的实施,大学生就业难问题成为新时代环境下存在的普遍问题,尤其是在疫情常态化过程中,创业便成为缓解这种压力的有效路径.但是,在政策网络理论视域下,基于大学生创业政策主体的多元化,各主体在政策的制定和执行上还存在诸多现实困境,如各主体间无法有效衔接、政策理念存在冲突等.对此,如何统筹各政策主体间的利益,如何构建数字政府畅通信息反馈渠道,如何改革高校创业实践提升政策落地效果,如何健全金融政策提高服务质量,以及如何营造良好的“政创”环境确保民意畅通等,是当前疫情常态化背景下以创业赋能就业的发展向度.Since the 1990s, with the implementation of the college enrollment expansion policy, the difficult employment of college students has become a common problem in the new era, especially in the years of the epidemic control, entrepreneurship has become an effective way. However, from the perspective of policy network theory, due to the diversity of policy subjects of college students’ entrepreneurship, there are still many practical difficulties in the formulating and implementing policies, such as the inability of various subjects to effectively connect with each other and the conflict of policy concepts. To this, how to plan as a whole between different policy subjects of interest, build digital open government information feedback channel, improve policy reform in colleges and universities entrepreneurship practice ground effect, improve the financial policy to improve the quality of service, and create a good "policy+" open environment to ensure that the public opinion, is the current outbreak to entrepreneurship empowering employment under the background of development direction.
