摘  要:跨域水资源协同治理是水生态环境保护的重要问题。治理的复杂性和系统性表明,单一部门或单一主体的传统分散型治理模式,导致跨域水污染治理收效甚微。基于SFIC模型并在原有基础上对其适当修正,以“外部环境—起始条件—催化领导—制度设计—协同过程—评估问责”六个要素为分析框架研究太湖水污染治理过程,并据此提出跨域水污染协同治理的完善路径。从一个整体的视角出发提升跨域水污染的系统治理水平,这对提升跨域环境保护协同治理能力、化解生态环境治理“碎片化”困境以及建设美丽中国具有重要意义。Transregional collaborative governance of water resources is an important issue in water ecological environment protection.The complexity and systematicness of the governance show that the traditional decentralized governance mode of single department or single subject has little effect on the transregional water pollution governance.Based on the SFIC model,this paper studies the process of water pollution control in Taihu Lake based on six elements known as"external environment—starting conditions—facilitative leadership—institutional design—collaborative process—assessment and accountability",and puts forward the improvement path of transregional collaborative governance of water pollution.To improve the level of transregional systematic governance of water pollution from an overall perspective,it is of great significance to enhance the capacity of transregional collaborative governance of environmental protection,solve the dilemma of fragmentation of ecological environmental governance and build a beautiful China.
