摘  要:文章选取2011—2020年中国285个地级及以上城市数据,采用空间杜宾模型考察环境规制、新型城镇化对低碳技术创新的影响。研究发现,环境规制与新型城镇化对低碳技术创新具有显著正向影响,且这一影响存在区域和时期异质性;环境规制对低碳技术创新的影响存在虹吸效应,新型城镇化的影响则存在正向溢出效应;环境规制与新型城镇化在促进低碳技术创新时具有协同效应。据此,提出优化环境规制政策、推进城乡要素流通与资源配置、探索环境规制与新型城镇化融合发展路径,以期加速推动低碳技术创新。Based on the data of 285 cities at or above prefecture level in China from 2011 to 2020,this paper uses the spatial Dubin model to examine the impact of environmental regulation and new urbanization on low-carbon technology innovation.The study found that both environmental regulation and new urbanization have significant positive effects on low-carbon technological innovation,and this effect has obvious regional and temporal heterogeneity.The impact of environmental regulation on low-carbon technological innovation has a siphon effect,while the impact of new urbanization has a positive spillover effect.Environmental regulation and new urbanization have synergistic effects in promoting low-carbon technological innovation.Therefore,the government should optimize the environmental regulation policy,accelerate the circulation of urban and rural elements and resource allocation,explore the integration development path of environmental regulation and new urbanization,so as to accelerate the promotion of low-carbon technology innovation.
