摘  要:南水北调东线后续工程高质量发展应贯彻坚持“先治污后通水、先环保后用水”的原则。分段梳理黄河以北现有河道点源、面源等污染源分布情况,并提出有针对性的污染防治措施,为东线后续工程规划选线提供参考。调研查勘结果表明,黄河以北现有河道仅在南运河段有直排点源,采取封堵、技术改造等措施后将无直排点源。污染源为周边农业面源,输水干线所在区域、流域和受水区各城市应结合水生态环境保护“十四五”规划解决农业农村面源污染问题,确保水质安全。The high-quality development of the follow-up project of the East Route of the South-to-North Water Diversion Project should adhere to the principle of“pollution control before water access,environmental protection before water use”.In this paper,the distribution of pollution sources such as point and non-point sources in the existing river course in the north of the Yellow River is sorted out in sections,and targeted pollution prevention and control measures are put forward,so as to provide reference for the subsequent planning and selection of the follow-up project of the east route. The results of investigation and survey show that the existing river channel in the north of the Yellow River only has direct point source in the South Canal section,and there will be no direct point source after plugging and technical transformation. The pollution sources are the agricultural non-point sources around. The cities in the regions,basins and water demand areas where the water transmission lines are located should solve the agricultural and rural non-point source pollution problems in accordance with the 14th Five-Year Plan for water ecological environment protection to ensure the safety of water quality.
