外资提升双循环战略链接功能的新机制和新路径:以上海为例

摘　　要：在构建“双循环”新发展格局中,合理利用外资可以有效提升城市链接内循环和外循环的功能。外资是联结内外循环的重要媒介和载体,在生产、分配、流通、消费各个环节推动国内大循环畅通,通过整合国际商品和要素市场、集成国际优质商品和要素资源,进而使中国更紧密参与和推动外循环。当前中国在利用高质量外资方面存在着诸如高级生产要素禀赋国际竞争力弱、利用高质量外资的自主可控能力不足、对市场导向型外资的吸引力有待提高、尚未形成高水平制度型开放等瓶颈。为打通外资赋能和提升上海等核心城市“双循环”的战略链接功能的通道,需要推动国际与本土生产要素相互融合和促进、促进科技自立自强与全球创新网络融合发展、促进两个市场两种资源相辅相成和高质量发展,并且积极统筹好安全与发展。In the construction of a new development pattern of“dual-circulation”,the rational use of foreign investment can effectively enhance the function of urban connection and external circulation.Foreign capital is an important medium and carrier for the connection between internal and external circulation.It promotes the smooth and unblocked domestic circulation in all aspects:production,distribution,distribution,and consumption as well as the external circulation.At present,China is suffering from bottlenecks in terms of using high-quality foreign capital,such as weak international competitiveness of high-quality production factor,lack of independent and controllable capabilities of high-quality foreign capital,lack of attraction for market-oriented foreign capital and lack of high-level institutional openness.To enable foreign investment and promote the“dual-circulation”strategic link function of core cities such as Shanghai,it is necessary to promote the mutual integration of international and local production factors,the integration and development of technology self-reliance and global innovation networks,and promote the complementarity and high-quality development of two markets and two resources and strike a proactive balance between security and development.
