美国服务贸易镜像数据非对称问题探讨

摘　　要：随着服务贸易规模的扩大,服务贸易镜像数据的非对称问题逐渐凸显。差异巨大的镜像数据无法为服务贸易的调控监管提供灵敏信息,也无法为国际合作及对外磋商谈判提供依据。本文以美国作为代表对全球服务贸易镜像数据非对称现状进行分析。结果显示:美国服务出口非对称规模绝对值大于服务进口,非对称规模绝对值最大时超过500亿美元,而且这种非对称性在具体国别及领域上表现出显著差异性。结合各国服务贸易统计的具体实践进行分析可以发现,虽然都遵循统一的国际服务贸易统计标准,但各国在服务贸易统计方法、数据来源、统计地域、数据修正方法等方面均存在差异。基于以上分析,文章提出对我国服务贸易统计的启示,包括辩证看待我国服务贸易领域镜像非对称现状,加强与其他国家的交流,持续完善我国服务贸易国别统计等。With the expansion of service trade scale,the asymmetry of service trade mirror data increases gradually.Asymmetric bilateral data with huge difference cannot provide sensitive information for the regulation and supervision of service trade,nor can it clarify the focus of international cooperation and foreign negotiations.This article takes the United States as a representative to measure the asymmetry of the mirror data in service trade in the world.The results show that,the absolute value of the asymmetrical scale of American service exports is larger than that of service imports,with the absolute value of the maximum scale exceeding 50 billion US dollars,and this asymmetry shows significant differences in import and export,specific countries and fields.Combined with the specific practice of service trade statistics in various countries,it’s found that,although they all follow the uniform international service trade statistics standards,there are differences in the aspects of statistical methods,data sources,statistical scope,and data correction system etc.Based on the above analysis,this article proposes the enlightenment to our service trade statistics,including:objectively view the reality of the asymmetric status in service trade in our country,strengthen the exchanges with other countries,continue to improve the bilateral service trade data and so on.
